[Spoiler] Quest help

I am doing Korgan's quest for the book. I am on top of the copper corenet, but Shagbag won't start the dialog. I can go up to him with Korgan to try to talk, but still no dialog. What is the console command to start the dialog?

EDIT: Or let me know what variable to set in EEKeeper so that dialog will start?
