Help with the toolset - making a caster

How can I make a custom caster?
For example, I want a custom creature that casts ice storm, and no other spells. If I use a standard monster and edit the spells, it does nothing, just looks at me. Same thing if I use the wizard to make a custom caster.

I tryed edit copying a woking wizard, removing every spell but the ice storm, and it still doesnt work.

    nevermind, it looks like if you make it a wizard beyond lvl 40 it bugs out
