The forgotten realms...

Many years ago, about when the orginal BG came out, I envisioned a video game, like BG. But more like the D&D books and campaigns in the sense that you'd first buy the guide to the world you'll be playing in, including a map to that world. Then you buy a campaign specific to that world or a adapt one for it.

The way this looked, in my mind, as far as video a game...
1st you'd purchase the main game... Imagine having the entire Fogotten realms map complete with population, cities, towns, villages, simple caves & dungeons, basic quests (deliver this note/package, kill those rats in my basement. Etc...), maybe some rumors, books, bars, whatever, to help flesh out the world... stories of elminster, drizzt, Volothamp Geddarm, etc... but with no real direction or goals except your own. Exploration, fame, fortune or spreading chaos... daggerfall with BG game play

2nd you'd purchase ($.99 - $9.99) campaigns/adventures/expantion packs. Level and location specific quests... like daggerford or shadowdale. So... you're traveling and you come to a small village (daggerford), the game informs you that an adventure is available for this location for these levels. Do you wish to download and play? More ways to flesh out the world.. blah, blah, blah...Keep in mind I was young and I was trying to think of a way I could market this idea to a company that could make it a reality. I didn't/don't care about making money... just wanted to really explore the forgotten realms without having some major quest looming over my shoulders... unless I choose it.

few years later Bethesda/mmorpg (cant stand online game, personally) make this idea obsolete.

here we are today. New forgotten realms games (BGEE, BG2EE, IWD...), an entire world map of the forgotten realms, an amazing community of talented creative people.

Here's the reason for this post. Can something like this be done. Can the forgotten realms world map be fleshed out simply for exploration purposes? Then can mods/quests plugged in as needed?
Is this an idea that's in anyway attractive to anyone but me? I fully understand the scope of what I'm suggesting here.
