BGEE: Chloe never spawned in Beregost

The girl that tells you to see Captain Vai never spawned for me in Beregost. I'm not sure what happened - I've tromped through Beregost many times...

    Also, did you meet Captain Vaï ? She spawns even if you never talk to Chloe.

    I'm fairly certain I had trudged through Beregost a few times, but I was in chapter 4 by the time I noticed this. I ended up using the console command to create "vai" and gave her my scalps. I'm not sure why I never saw Chloe - I will see if I have an earlier save game to check out.

    Vai won't spawn if you are past chapter 3 and never went to the jovial juggler during chapter 3. Same goes for Chloe though she's less useful.
