System to spawn new 'copies' of 'full' areas - feedback desired

I'm working on a system to allow copies of areas to be created and so areas won't get 'too full'.
How many characters is 'enough' to cause a new copy to be spawned will be completely customizable (per area) by the builder/admin. By default NO areas will be set up to spawn 'copies'. Only areas set up to make copies will.
What I'd like feedback on is how to decide which copy of an area to send a character into if there are multiple available.
I've got a thread over in the scripting forum, but I realized that the potential users of the system might not read the scripting forum as much, so I'm making a cross post here.
