Can't Talk To Beador (Shadows in Cloakwood)

I've searched for this particular issue quite a bit, but I can't find a solution.
I've spawned him, healed him, spawned the other characters needed for the quest, changed the Global Value to forward the quest. None of the NPC's will talk to me, none of the methods suggested by others have had any effect. Has anyone else had this issue? Is there anything I can do to fix this?
