Bowl of controlling water elementals

The bowl of controlling water elementals currently has no special abilities which control water elementals. I'd like to see this change.
Now granted, technically there aren't any water elementals in the game, per se, but this is beside the point. There *could* be water elementals in the game, via new content or mods or whatever, at which point, the lack of magical abilities of the bowl is going to be, frankly, embarassing.
