Test Module(F9) doesn't seem to work(Steam bug?)

When I try to use F9 to quickly load into an area to check lightning and so forth of an area as I used to be able to do I simply get the toolset minimized. Is this a bug with steam or is there a work around to quickly load into a specific area for testing and visual inspection?

    for some reason, both toolset and nwmain musn't be set to run as administrator maybe thats your problem?
