Does Alatos have bugged stats?

in Baldur's Gate: Enhanced Edition
The baldur's gate thieves guild leader, Alatos.cre, he has 3 in all stats, gives 0 xp when killed and he has almost no gear whatsoever.

He also no proficiencies, although I think thats because of the switch to BG 2 proficencies. How does the EE handle that?
