Vardoc not appearing

I'm having an issue with Vardoc not appearing in the main quest. Thurwin keeps wanting to talk to me even after I've already talked to him. There doesn't seem to be an item code for the letter or journal that Vardoc is carrying. And of course I don't have an earlier save. Is there any way to trigger this encounter?

    Did you have three separate people warn you about him? After the third one warns you, and when you complete the main quest in Neverwinter Wood, Vardoc may appear in one of the three map screens adjacent to Port Llast.

    Okay, I'm missing Lerner. I'll have to search online to see here this person is supposed to be. TY!

    I can't find him. I looked in both Inns and all over Port Last.
