Wheres Lord Tombelthen for the ranger stronghold quest?

I got the quest from the nymph to stop the humans digging, went to the temple ruins, looked all around the shadow altar and the large hole area...but Lord Tombelthen is not there at all....where is he?

Edit : Nevermind, hes located SW of the altar instead.
