Blue Protection from acid spell not learnable?

Any idea why my mages, neither of which is a transmuter can't learn this spell? All they can do is put it in their quick slots for 1 time cast. I have learned protection from electricity and pertrification etc but can't learn this, I need as much acid protection as possible for an upcomming fight which i'm stuck on!

    Ah i forgot about the intelligence limit, been a while since i last played! thanks! luckily i had a few genius potions on me and learned the spell!
