Can't zoom with MacOS magic mouse

If I use the center swipe up/down gesture on the magic mouse, the screen pans instead of zooming. This isn't very useful because it can only pan up/down, and I can already pan using the edges of the screen. It would work much better if this gesture zoomed in and out. Holding down command/ctrl/alt doesn't make it zoom. If I use a mouse with a scroll wheel, the wheel zooms in and out as I would expect.
Is there a way to zoom with a magic mouse?
