(Spoiler) Anomen Quest stuck

in Baldur's Gate II: Enhanced Edition
I have Terl keep walking up to Anomen, but he never starts a dialog. I can't talk to him either. I am guessing that he is suppose to tell Anomen to go to the Radiant Heart for his Paladin test. Is there a way to set that he spoke to me using EEKeeper?

    Terl is the NPC that informs Anomen that he needs to see his Father in the Govt District or, if that has already happened and he has been Knighted and you are romancing, he will also appear a 2nd time to give some info and trigger the last confrontation with Saerk. The guy who shows up to ask him to attend the Radiant heart is Kayl1.

    If he is bugging out then use CTRL+Y to kill him and stop him causing potential scripting issues, then try:

    C:CreateCreature("Terl")

    via the console, hopefully the newly created one will interact.

    I already did Anomens quest with his father. I am not romancing him either.

    EDIT: All that should be left is the Radiant Heart knighting (or not) ceremony.

    C:CreateCreature("Kayl1")

    will get the NPC that sends you to the radiant heart
