Request: add item property: restore spell(s) of level

As per title, because right now we have nothing to restore spells for spellcasters except script workarounds. The property could be attached to potions.

    I'd love if there was a timed spell refresh eg 2min level 1, 3min level 2, it would result in a lot less narcolepsy in the mage community. Could even make fatigue disable the refresh for some balancing, although that may not be that useful in NWN with the crazy short timescale.
