Oswald Fiddlebender airship-how do I get there?

in Icewind Dale: Enhanced Edition
So I can't get to Oswald's airship in Kuldahar. I can walk up to the one side(left), and I see the "crosshairs" that shows me that I can walk there, as well as the staircase icon, but I can't get there. If I click, then my characters go down in front of the temple, look up at the airship, and go back around to the left side where I've decided to hold a picnic while I figure this out. Is it accessible in a later quest, or am I just dense?

    Walk up towards Conlan's blacksmith and then turn right . : D

    Thank you!! What a PITA. I was getting to that spot but not seeing the stupid stairs icon, just the one that shows up in the area that you can't get to. The completionist in me just wanted to get there. :-)
