Enter key works with dialogue, but not with chat or console

So I was trying to use the console after enabling debug mode, and realized that while the cheat keys (Ctrl-J) work, and the enter key progresses dialogue, when I actually try to use the console itself to type a command it won't respond when I press enter. I switched to MP and sure enough, I had the same issue with the chat box. I can type into it, but the enter key will not work. Essentially I am unable to "submit" anything I type to the game, making the console largely unusable. I'm currently playing on an cheap ACER tablet running windows 10, with the detachable keyboard that came with it.
