Is there a setting that actually over-writes the "decision" by romance-mod makers

so that every time I install a romance mod, no matter what the author has decided, no race is prohibited from actually romancing npcs?

I would like to play a orc, but I also would like to experience every romance possible. That is not possible, unless I play human.
