Encounters, triggers, & SetEncounterActive

I'm having trouble with an encounter that I want to switch between active and inactive multiple times without the player leaving the encounter area. It only sets active the first time. Once it is set inactive, it will not go active again.

I know that this is an issue mentioned in the lexicon, but I'm confused as to how to use a trigger to resolve it.
