Nalia was abducted and I can't get her back. What proof do I need besides barg & the records?

in Baldur's Gate II: Enhanced Edition
I found the records in the house of Isaea and I talked to Barg in the docks district and killed Dirth and returned to the government building but the evidence is not enough... ive completed this before but what am I missing?

    You missed the Captain i think it is in the Inn very close to where barg was, same place where Jaheira gets cursed. Sorry can't remember the name off hand.

    Do you have the incriminating document dropped by Dirth? You need that plus the financial records you mentioned to advance the quest.
