Is there a mod that adds Cloak of Balduran back?

I don't know about a standalone mod for this, but you can easily edit the cloak in your game with EE Keeper, or summon it with the console (you should enable console commands in the ini file first):
C:CreateItem("CLCK05")
or
CLUAConsole:CreateItem("CLCK05")
