Monk APR -- Capped at 3 APR?

in Icewind Dale: Enhanced Edition
So according to the monk level progression, you get an extra 1/2 APR every 3 levels. I was at level 12 and had 3 APR, and when I hit 13, my APR stayed the same. I also used EEKeeper to adjust my APR but it still wouldn't go above 3.

Is this a bug or am I missing something? I played this game before and have been able to have higher than 3 before, so not sure what's going on.

    Now, as I hit level 15, I gained the attack. Wtf?

    An additional 1/2 attack per round is gained every 3 levels up to level 18. So monks gain apr at levels 3/6/9/12/15 and 18.

    Is there a way to edit this so I can increase the APR? I know that Beamdog did it with the Godbow item
