Weapon Proficiency Points (console commands)

Are there any console commands that allow you to add weapon proficiency points to a character? I haven't seen that mentioned or even asked about in any of the reading that I have done.

I'm, uh, asking for a friend.

i dont know if you can do that via console, but you can use EE keeper instead to add those proficencies.... for your friend of coarse
