Newb Question: So what is WeiDU? How do i get / install it? Why do I need it?

I'm new to modding for BG:EE 1 & 2 and I'm looking over the forums and many of the discussion threads I'm seeing seem to be treating this as part of the "gold standard" for modding these games. Can some one either give me a run down on this, or maybe just drop me a link for where this is explained?
