Athkatla - District Exits Not Working?

Hello,

I've noticed on my latest run that the "wheel" icon allowing you to leave the area you're in isn't appearing at all exit points, even those clearly marked "district exit." I've noticed it on the southern end of the slums and the southern exit of the graveyard. Has anyone encountered this?

Running latest version.
