Dangly meshes too dangly?

I've not seen people complaining about danglymesh softness so I'm kinda doubting if this isn't just an issue I have, but anyway...

Those model parts that have a sort of physics attached? They move too much and cause lots of clipping. Most easily seen with some heads. Like try making an elf with the hooded head and the head itself is peeking out of the hood all the time.

Do other people have this issue, specifically people with Nvidia cards (I have an AMD)? In some old forums somewhere I've read that ATI hacked something together in their drivers to even make it work at all and so is extra hardcoded and unchangeable. The models themselves seem to have some number regulating the stretch but it also doesn't seem to work. I thought maybe the modified engine for EE would address this even without it being explicitly stated but it's the same thing so far.

Can something be done about this or I'm just imagining things?
