Which version of BG1 should I install EE Tool mods on?

I'm using the steam version, but do not own SoD. I have had many different problems with different mods and I seem to run into errors where it isn't able to install a mod. But it happens to different mods depending on what I install, whenever I fix on problem a new one seem to arise. I will do a more thorough explanation of the specific problems, but I want to make sure I'm using the tool correctly before I start uploading dozens of debug logs.
Should I downgrade to 1.3 or keep using the current steam version?
