Throwing Axe damage does not include Strength bonus.
The listed damage for a throwing axe does not include the damage bonus from strength.
According to the manual (http://www.beamdog.com/files/bgee/BGManual2.pdf page 23) "This modifier is always applied to melees and attacks with hurled missile weapons (a dagger or an axe)." Thus it is expected that there should be a strength modifier to damage with a throwing axe, or the manual is incorrect.
The image below has 18/80 strength, for a +4 damage modifier.

Try the axes in combat to see if the damage is really this, or it's only visual
I think the description in the manual is wrong - dex is used for ranged attacks THAC0, not str.
Also, what are your specializations?
In a small amount of testing I didn't see damage over the listed 9 max.
I would say then that it is exactly the same way it was in Baldur's Gate 1.
If you saw any criticals from my experience they would do between 12 and 14 damage at level 1 (most likely 12 though I got a 14 damage once during the testing I did for this). Regular damage at level 1 was 9 damage max though.
The fix is trivial, i just have to confirm the intended behavior.
