Using a subrace engine cheating?

Would using something like Shayan's Subrace Engine be considered cheating? I'm tempted to label it as cheating seeing as there's no level adjustment. But in reality maybe the game is hard enough as it is. I know some people think it's hard, but I always felt a balance of difficulty with core rules.
That's why I'm wondering if someone would consider me making, for instance, an Aasimar or Tiefling cheating even though there's no level adjustment yet they are more powerful classes.
What are your guys' thoughts on the issue?
