2da files editable without hak

Hello!
There is one thing i am still struggling to understand:
I see there are some 2da files that i can modify and i can put into my server override folder, and those changes are also applied to all the users that are connected to my server.
(i.e. if i increase the daily uses of a feat through the feats.2da, or if i change the ILR stack size of an item inside the baseitems.2da or the ILR value of an item inside itemvalue.2da etc..)
But also, there are some other 2da files that even if i edit and put into the override, the users won't feel the difference, unless i think, i create a hak file with them.
(i.e. if i try to change the size category of a specific creature type into appearances.2da, or if i try to set a whip as a dual weapon type into baseitems.2da)
So my question is.. is there a "list", of which 2da requires a hak to be "shared to all the users", and which doesn't?
Also, why some things can be shared through everyone connected by just editing a 2da and why for some other things you need a hak?
Or am i completely mad i haven't got some crucial point in it? lol
