Bug or intended change?

For both ps4 and switch copies.

When i start as and level fighter up and then try to change to paladin even with proper allignment or even other jobs like ranger they are greyed out and not selectable

However they are still selectable at levelup on pc just fine

was this an intended change for consoles? Or a bug that will hopefully get fixed?
