Unable to rotate screen view while in Top Down mode.

I'm using the new patch for the PC. Overall, it looks like a great accomplishment & you guys should be proud!

I'm having an issue where I cannot "rotate" the screen view in "Top Down" mode like before the patch. In the past, you could rotate the in-game view by "bumping" the mouse cursor against the left and right sides of the screen. This does not work anymore. Help please.
