ps4 character creation problem

I start a new game, new character. I get everything set up the way I like. I go to the bottom and hit the flashing play icon. It loads in a random premade character, not what I made. I can't find an export character option from the creation screen, I only see a save character after I load into the game and open the menu, but it would be pointless to save a premade and I can't find a list of characters to load either. Does anyone know how to make a character on the ps4 and load it into the world?
