Party Planning: Spoiler request

I'm the sort who plans the PC and party in advance, so I just want to be sure about this: can someone confirm that Neera and Edwin are mutually exclusive party members regardless of Charisma stats?

    Well I can't totally confirm it, but if you pick up Edwin first then meet Neera you get some additional dialogue then the encounter "hangs" (Edwin orders the Thayvian Wizard away, the thugs and Neera just sit there unable to enter dialogue or do anything else - at least in my game).
