What console command could I use to force Rasaad's quest to start?

I'm aware the quest sometimes gets bugged and doesn't start. In the past at least, it never worked if you started a fight in Nashkel near him BEFORE you talked with him at least once, but that did not happen in my current playthrough. Maybe I'm missing some condition for it to start, but I don't know what it is. It's supposed to happen when you're in the docks.
