KelPatch:0:Kelsey Fix-It Script Patch - What is it and how to get it?

Greetings, all!

I was directed here from Gibberlings3. I don't know what "KelPatch:0:Kelsey Fix-It Script Patch" is in terms of mods, nor how to get it, but it was on my Project Infinity mod install list and PI said it wouldn't install due to it being missing. It may be related to Kelsey NPC.

Thus, what is the name of the mod in which this option is included and how do I obtain said mod?
