Raelis missing from Planar Prison

Hello

I have cleared Planar Prison but when i go to the prison area to free Haer'Dalis, Raelis and the others Raelis is not there so i cannot escape. I received the "Plane Hopper" achievement for the rescue. Speaking to Haer'Dalis has the same line everytime i click on him "my dear raven...". I think Raelis might of been web'ed when the bounty hunters took them through.

I think my issue is similar to https://forums.beamdog.com/discussion/45204/planar-prison-raelis-party-missing , though i am playing solo so shouldnt be anything party related.

I have used the console to go back to Five Flagons and Raelis is still there with the portal open, speaking to her does nothing.

Any advice on how to fix?
