kaigan won't launch his dialog upon finding wagon

I'm pretty sure 'raided caravan' on the map marks where kaigan reacts to enter silvershield's son? It doesn't seem to trigger.

    Never mind, it triggered when I moved Kaigan closer to the wagon.
