Help - Holvir is acting bizarre with his bow

I've just got to the Burial Isle, and I've got a problem I've never run across before. Holvir won't fire his arrows. Instead, he runs right up to the target and fires his bow in what's essentially a melee attack.

I checked right back to the beginning Lonelywood by shooting at poor innocent bystanders, and the same thing happened. It doesn't matter which bow he uses, and which other weapons he has equipped.

Can anyone help me?

    Ignore this. I have way to much time, and not enough to fill it so I started the whole game again.
