Axis & Allies joint game with a friend

I would like to play Axis & Allies with a friend online.
1. Can I invite him specifically for a game?
2. Are games needs to be strait until finish or we can pause and resume at any time?
3. Do we both have to pay for the game at steampowered or just one of us?
I'm looking to know the answers before I make purchase decision. Thanks!
