DM console commands

When playing a multiplayer module online, is it possible for any of the players to use the "dm_" console commands, such as giving out xp and gold, or moving the player to a new area?
In the game I have been playing only I (who setup the game and is hosting) can use these console commands and they don't seem to work for the other players in the group. Is this supposed to be the case or is there something we are maybe doing wrong?
If only I can use these commands, is there any way I could use commands to move the other players to new areas? I can use "dm__movetoarea" to move my player character to a new area, but is there a way that I could do this to other players in the group as well?

You could also look at adding DMFI to your module. It has a TON of expanded functionality for DMs.
