Keeping the bottom bar visible at all times like the left bar

I've been working on my own UI for some time now and I was wondering if there is a way to keep the bottom bar (with party formation, attack, spell selection, etc) visible when going to other menus like the left hand bar does. I've moved them to where I like but as I currently have them situated it's looks odd to have one visible and the other missing when in those other screens. I've been racking my brain with this one and it's about the last step in my process.
