How often do hostile thugs respawn?

I currently need money so I started clearing hostile thugs at The Hive (north-west, south-west, and south-east regions). But I noticed that after I finish a cycle, they stop respawning for sometime.
What's the time frame of their respawning?
By the way, I know that, with high charisma, you can also make money fast by buying from and selling to the same shop at somewhere. But because that's apparently an exploit, I don't want to do that.
