After the election ended and I became the lord of the keep, my henchman Calibast started a conversation with me saying something like my competitors would be shocked at the voting result and he would be glad to be my Hand after I won.
That conversation should have happened before the voting result was made public. It's apparently a bug. Now I had already assigned the position to an NPC and cannot let Calibast take the position anymore.
