[Request] Make Neera's staff unusable by other characters

Currently Neeras staff is usable by any character. Due to where you find her, this makes it too easy to acquire a quarterstaff +1 early on without having to kill Silke, as Neera will actually tank all the bandit mages for you and she cant be killed in that fight sequence.

Fix: Make Neera's Staff only usable by Neera.
