Forcing the fence in the Shadow Thief Guildhall to sell high-quality goods?

I got that option for a while but then I moved my saves to another computer and reinstalled some mods, and now the fence no longer offers to sell me high-quality goods. Is there a way to make her do so via the console?

    That is definitely mod content. It's not in the base game at all.
