Trouble loading saves

When I go to load any save in my own server, it can't find characters with the save and restarts the module with whatever character I pick from the vault, causing numerous problems.

Is there some setting that needs changed or something? I keep trying to make new saves and there are no characters on them when I load in multiplayer.
