enable cheats/CLUA Console commands?

Am I remembering this right?: Back in the day to enable CLUA Console commands all you had to do was write

cheats=1

at the last line (or anywhere, I think) of Baldur.ini. Is it still the same? Does it matter where that line is placed now? Because the game is lagging something fierce for me, and I'd love to be able to Ctrl+J.
