So what's the deal with this guy in Beregost that can make keys and what mod is he from?

    Not 100% sure but I think it was Gavin NPC. It seems you can get the key made and...
    complete a quest related to the Gavin NPC, even if you never spoke to him. It unlocks a house in Beregost with a lock that cannot be picked or knocked. I generally just leave this alone since it leads to loot and XP that is not appropriate without the correct NPC.
