Imprisoned Character won't Come back after freedom spell

I was in the beholder lair in the under-dark and an elder case imprison on Minsk. I went out to buy a freedom spell (which overwrote my save) and came back to the area. When I cast the spell, Minsk doesn't return. Is this a bug? My next closest save would require me to restart from the beginning of Chapter 5, something I'd prefer not to do. Any thoughts? I'd just re-spawn him from the console but then I'd lose all his equipment and recreating it through console commands would be a pain in the butt. Thanks in advance.
